John Patrick Joyce (born February 8, 1957) is an American dermatologist and politician from the Commonwealth of Pennsylvania. He is the U.S. representative for Pennsylvania's 13th congressional district, serving since 2019. He is a member of the Republican Party.
Early life and education
Joyce was born and raised in Altoona, Pennsylvania. He graduated from Pennsylvania State University with his bachelor's degree and Temple University School of Medicine with his Doctor of Medicine. He completed his medical residency in internal medicine and dermatology at Johns Hopkins Hospital. Joyce is Roman Catholic.

In 2018, Joyce ran for the United States House of Representatives in Pennsylvania's 13th congressional district. He won the Republican Partyprimary election against seven other candidates with 22% of the vote. The district had previously been the 9th, represented by nine-term incumbent Bill Shuster, who announced his retirement in January 2018; he and his father, Bud, had represented this district for 46 years. Like its predecessor, it is heavily Republican. Donald Trump won the old 9th in 2016 with 69% of the vote, his strongest showing in the state. He would have won the new 13th just as easily had it existed in 2016, with 71% of the vote. With a Cook Partisan Voting Index of R+22, on paper it was Pennsylvania's most Republican district.
Joyce won the general election against Brent Ottaway with 70.5% of the vote.

Congressman John Joyce, M.D. has represented Pennsylvania’s 13 Congressional District in the U.S. House of Representatives since January 2019.
In Congress, Congressman Joyce serves as a Member of the House Committee on Energy and Commerce and as the Vice-Chair of the House GOP Doctor’s Caucus. Since arriving on Capitol Hill, Congressman Joyce has prioritized and championed legislation and initiatives focused on delivering affordable, quality healthcare in rural communities, lowering energy prices, and expanding access to high-speed internet across South Central Pennsylvania.
The son of Bernard and Peggy (Hallinan) Joyce, Congressman Joyce is the third generation of the Joyce family to be born and raised in Altoona. After graduating from Bishop Guilfoyle High School and attending Penn State Altoona, Congressman Joyce received his undergraduate degree with honors from Penn State University Park in 1979 and his Doctor of Medicine from Temple University in 1983 before continuing his medical training at Johns Hopkins Hospital in Baltimore and with the U.S. Navy in Portsmouth, Virginia.
A fellow in the American College of Physicians and the American Academy of Dermatology, Congressman Joyce and his wife Dr. Alice Plummer Joyce established Altoona Dermatology Associates in 1991, and for over 25 years, the Joyce’s have cared for families across Central Pennsylvania, serving patients from all ten counties in the 13th Congressional District.
A lifelong member of the Cathedral of the Blessed Sacrament in Altoona, Congressman Joyce has given back to his hometown through volunteer service at the St. Vincent DePaul Soup Kitchen and service on the Advisory Boards of Penn State Altoona, the American Cancer Society, the United Way, and the Goodman Trust.

John W. Joyce is an experienced litigator and trial attorney whose practice includes most types of sophisticated civil litigation. He represents insurance companies in coverage and claim-handling cases, broker-dealers and financial advisors in securities and employment disputes, and both businesses and individuals in contract, fraud, fiduciary liability, shareholder, restrictive covenant, and trade secret litigation. John has represented clients in more than twenty trials, evidentiary hearings, and arbitrations. He also has represented clients in federal and state regulatory matters, as well as internal corporate investigations.
John is AV Preeminent Peer Review Rated by Martindale-Hubbell. He has been recognized by The Best Lawyers in America for Commercial Litigation, Insurance Litigation, and Securities Litigation, and by Super Lawyers for Business Litigation. He is a fellow of the Litigation Council of America, an honorary society composed of less than one half of one percent of American trial lawyers. John has published more than a dozen articles covering a variety of subjects, including corporate governance, class action practice, federal civil procedure, and attorney ethics. John also represents pro bono clients in criminal prosecutions, civil rights cases, and family law matters.
Congressman John Joyce, M.D. has served the 13th District of Pennsylvania since 2019. Before running for office, he worked in Blair County with his wife, Dr. Alice Joyce. He was born in Altoona, Pennsylvania to Bernie and Peggy (Hallinan) Joyce, the third generation of the Joyce family to be born and raised in Altoona.
A 1975 graduate of Bishop Guilfoyle High School, John attended Penn State Altoona for two years and then continued his undergraduate education at Penn State University Park. He graduated with honors with a degree in biology in 1979. John continued his education at Temple University, receiving his M.D. in 1983.
Subsequently, he completed a 3-year internal medicine residency as a Johns Hopkins fellow in Baltimore, Maryland. He then completed a residency in Dermatology at Johns Hopkins, finishing as chief resident. Dr. Joyce is a fellow in the American College of Physicians and the American Academy of Dermatology.
After leaving Johns Hopkins Hospital, Joyce worked with the United States Navy at Portsmouth Naval Hospital in Virginia during Operations Desert Shield and Desert Storm. He received commendations from U.S. Navy Rear Admiral David B. LeStage for his work during this time.
Upon completion of his time with the Navy, Dr. Joyce returned to his hometown, Altoona, with his wife Alice and their three children, where they established Altoona Dermatology Associates. For over 25 years, Dr. Joyce and his wife have cared for patients in the Central Pennsylvania area, serving all twelve counties in the 13th Congressional District.
John has served on the Advisory Board of the Penn State Altoona Campus, the American Cancer Society, The United Way, and the Goodman Trust, as a mentor for the Eberly College of Science at Penn State, and as a volunteer at the St. Vincent DePaul Soup Kitchen. He is a lifelong member of the Cathedral in Altoona.
